Section 2 Representatives shall be apportioned among the several StIStates according to their respective numbers,counting the whwhole number of persons in each State, excluding Indians not t taxed. But when the right to vote at any election for the chichoice of electors for President and Vice President of the UnUnited States, Representatives in Congress, the Executive aiiiand Judicial officers of a State, or the members of the Legislature thereof, is denied to any of the male inhabitants of of isuch State, being twenty-one years of age, 1 and citizens of of the United States , or in any way abridged, except for paiparticipation in rebellion, or other crime, the basis of reprepresentation therein shall be reduced in the proportion whwhich the number of such male citizens shall bear to the whwhole number of male citizens twenty-one years of age in suisuch State. Section 3 No person shall be a Senator or Representative in Congress, or e elector of President and Vice President, or hold any office, civcivil or military, under the United States; or under any State, whwho, having previously taken an oath, as a member of CoiCongress, or as an officer of the United States, or as a memember of any State legislature, or as an executive or judicial of iofficer of any State, to support the Constitution of the United St States, shall have engaged in insurrection or rebellion against t the same, or given aid or comfort to the enemies thereof. But C Congress may be a vote of two-thirds of each House, remove suisuch disability. Section 4 The validity of the public debt of the United States, authorized b by law, including debts incurred for payment of pensions and b bounties for services in suppressing insurrection or rebellion, s shall not be questioned. But neither the United States nor aniiany State shall assume or pay any debt or obligation Incurred in in aid of insurrection or rebellion against the United States, or a any claim for the loss or emancipation of any slave; but all ssi such debts, obligations and claims shall be held illegal and voi volid. Section 5 The Congress shall have power to enforce, by appropriate leglegislation, the provisions of this article. AMENDMENT XV ( RATIFIED 2-3-1870 ) Section 1 The right of citizens of the United States to vote shall not be de denied or abridged by the United States or by any State on acicount of race, color, or previous condition servitude. Section 2 The Congress shall have power to enforce this article by p r apropriate legislation. AMENDMENT XVI ( RATIFIED 2-3-1913 ) s The Congress shall have power to lay and collect taxes on
incincomes, from whatever source derived, without apiapportionment among the
several States, and without regard to ito any census or enumeration. AMENDMENT XVII ( RATIFIED 4-8-1913 ) The Senate of the United States shall be composed of two ssiiSenators from each State, elected by the people thereof, for s i six years; and each Senator shall have one vote. The eleelectors in each State shall have The qualifications requisite for for electors of the most numerous branch of the State leglegislatures. When vacancies happen in the representation of any State in th the Senate, the executive authority of such State shall issue wriwrits of election to fill such vacancies: Provided, that the leglegislature of any State may empower the executive thereof toi to make temporary appointments until the people fill the vaivacancies by election as the legislature may direct. This amendment shall not be so construed as to affect the election of term of any Senator chosen befoe it becomes valid as part of the Constitution. |
